The long-awaited changes in the vignette charging system for cars in the country became clear in the month of September this year. The new system is expected to enter into force from 2019, when the first sale of electronic vignettes is also planned. The calendar principle for the duration of the vignettes is changed and their sale from date to date is introduced. In reality, however, the big change will finally enable vignettes to be billed and tracked electronically. After paying for the vignette, the car number is entered into a specialized system. In addition to online, this should also be possible at any point where vignettes are currently sold. The question that remains is "Are we prepared for this?".
In addition to the precisely developed electronic and fiscal memory system (ESFM) offered by us, we at NSYS have also developed a special "Vignettes" module for the ESFM to facilitate the distributors of vignettes in Bulgaria. Through its integration, all submitted ESFM vignettes are generated and sent directly to a Road Infrastructure Agency (RIA) server, which is a mandatory requirement for all vignette distributors. The advantages of the integrated module are:
- No additional, second entry of the same information is required, which saves a lot of time for the owner of the gas station. Even when the vignette is sold, a record is generated for submission directly to the API server.
- The automation of the process excludes the possibility of wrong entry and submission of information to the state authorities. In case of incorrectly entered and sent information, the vignette is considered invalid.
Our new Vignettes module allows all points of sale to save the cost of developing such a system from scratch, as it is specifically integrated with our Electronic Fiscal Memory System (ESFM).
The ESFM serves for the registration and reporting of turnover and sales of liquid fuels through means of flow measurement, which are approved within the meaning of the Law on Measurements and the Law on Technical Requirements for Products.
